In the past, foreigners and stateless persons in Azerbaijan had to report their temporary residence to the authorities after staying in the country for 10 days.

Under the new rules endorsed by Prime Minister Novruz Mammadov, foreign citizens or stateless persons are no longer required to submit an official note from an international organization or a country they represent or an invitation letter from relevant authorities in Azerbaijan for getting a visa.

However, they are required to submit an invitation letter from the inviting party. This requirement does not apply to transit and tourist visas.

If the inviting party is a non-governmental organization, it is required to submit a copy of its state registration certificate and a document confirming the purpose of the invitation.
