A third worker was able to hang on to a part of the scaffold and managed to climb to safety, suffering only minor injuries, Orange County Fire Rescue said in a tweet.

The men were working between the sixth and seventh floors of a new hotel slated to open in 2019 when the accident occurred, local reports said.

Fire and rescue officials said the victims died on the spot. Their identities have not been released yet.

There were about 18 workers at the site when the support structure gave away around 4:15 a.m. (0915 GMT), according to Fire Rescue spokesperson Mike Jachles.

The sheriff's office and federal investigators are probing the cause of the accident.
