The white paper, writes China Daily, is authored by the research arm of China's Ministry of Industry and Information Technology. Chinese officials also stated that their country has the ability to create its own mobile operating system.

"Our country's mobile operating system research and development is too dependent on Android. While the Android system is open source, the core technology and technology roadmap is strictly controlled by Google," the paper said. China's Ministry of Industry and Information Technology thinks that Google delays the sharing of code and discriminates some Chinese companies developing their operating systems. Google had also used commercial agreements to restrain the business development of mobile devices of these companies, the paper adds.

Although the ministry did not recommend any specific action, it is a clear call to Chinese developers to work on a home operating system and also a warning, although very mild at the moment, that China wants a better cooperation with Google. Android is installed on 90 percent of mobile devices in China and it's main competitor, Apple's iOS, on just 4.2 percent.
