The Minister of Agriculture, Livestock and Supply, Tereza Cristina has already forwarded to the Ministry of Economy the proposal to purchase up to 110 thousand tons, enough to meet the demand of the Over-the-Counter Program (ProVB) by the end of the year. The program benefits small animal breeders, including aquaculturists.
In this way, the volume of corn offered will guarantee a regular supply of one of the main inputs used by small farmers in the interior of the country.
With the publication of Provisional Measure 1,064 , on August 17 of this year, it was decided to purchase up to 200 thousand tons of corn annually, under market conditions, to meet the Program, through the Policy for the Formation of Public Stocks. The announcement was made by President Jair Bolsonaro and Minister Tereza Cristina on the 17th.
As determined by the MP, the volume of corn purchase for this year must be defined in a joint act of the Ministries of Agriculture and Economy, according to the Conab schedule. The state-owned company will define the purchase limit per breeder, considering the consumption of its herd - not exceeding 27 tons per month per registration - and will also define the sale price of corn by state or region.
"With this, there will be no discontinuity in the service to the over-the-counter program, which is so important to serve the small breeder, especially at this time of reduction in production due to weather conditions that affected corn production in various regions of the country," said the secretary of Agricultural Policy, Guilherme Bastos.
To access the program, breeders need to be registered with the National Registration System for Rural Producers, PAA Public, Cooperatives, Associations and other Agents (Sican), be in good standing with the Default Registration and Control System (Sircoi) , in addition to having an active Pronaf Aptitude Statement - DAP.
To obtain the DAP, the breeder must go to a technical assistance entity or company accredited by the National Agency for Technical Assistance and Rural Extension, taking with them documents such as CPF and other information from their family establishment (area, number of residents, composition of the workforce and income and full address).
The declaration can also be requested from rural workers unions, family farmers associations, associations and colonies of fishermen and fish farmers accredited by the Ministry of Agriculture, Livestock and Supply (Mapa).
In the case of agrarian reform beneficiaries, the DAP can also be requested at an Incra unit. The estimated waiting period to obtain the declaration is up to 20 working days. ■
