Poland: Deadline for applications for young farmers extended until October 27

At the request of the Minister of Agriculture and Rural Development Robert Telus the deadline for accepting applications for aid under the intervention Premiums for young farmers PS for the CAP for the years 2023-2027 was extended until October 27, 2023.

The bonus PLN 200,000 ($45,000) and is paid in two installments. Applications are accepted by the Agency for Restructuring and Modernization of Agriculture (ARiMR).

Conducting agricultural activity on a farm generally starts on the day when the person applying for aid becomes the owner or takes possession of a farm with an area of ​​at least 1 ha of agricultural land.

However, it is possible to specify a later date for starting agricultural activity - including: based on activities or events that prove the actual conduct of agricultural activity.

The conditions for receiving the bonus are as follows:

• starting agricultural activity (on a farm) no earlier than 24 months before the date of submitting the application;

• starting, no later than 12 months from the date of granting the aid, conducting agricultural activities as a manager on a farm with an agricultural area equal to at least the provincial or national average (the lower one) or with an economic size equal to at least 15,000. euro; the area of ​​agricultural land of this farm cannot exceed 300 ha, and its economic size – 150,000. euro;

• the area of ​​agricultural land constituting the subject of the exclusive ownership of the beneficiary or marital community of property, perpetual or exclusive usufruct, or joint lease with the spouse from the Agricultural Property Resource of the State Treasury or from local government units is at least 50 percent. appropriate average (provincial or national - the lower one);

• submission of a business plan;

• having appropriate professional qualifications or committing to supplement them.

The beneficiary is primarily obliged to:

• implementation of the business plan assumptions;

• conducting agricultural activity as a manager at least until the expiry of 5 years from the date of payment of the first installment of aid;

• supplementing professional qualifications - if he did not have the appropriate qualifications or skills when applying for help;

• achieving at least a 60% share of revenues obtained in connection with the agricultural activity conducted on the farm in all revenues and maintaining at least this share of revenues until the expiry of 5 years from the date of payment of the first installment of aid;

• achieving an appropriate increase in the economic size of the farm and maintaining it at an increased level, at least to the minimum required extent, until the expiry of 5 years from the date of payment of the first installment of aid;

• maintaining fixed assets and intangible assets acquired as part of the operation;

• benefit from individual counseling for people starting a farm for the first time as a young farmer as part of the "Comprehensive agricultural consulting" intervention;

• conducting agricultural accounting within the Polish FADN or using a farm economic evaluation tool.

The order in which support is granted depends on the number of points obtained at the application evaluation stage.

The rules for awarding points are as follows:

• UAA on the farm in the initial year – up to 3 points;
• professional qualifications or skills – up to 4 points;
• age difference between the person transferring the farm in its entirety and ownership and the young farmer - up to 5 points;
• taking over the entire farm – 4 points;
• participation in quality systems – up to 5 points;
• economic size of the farm in the initial year – up to 3 points;
• target animal production – 2 points;
• the applicant's previous professional activity – 1 point.

The order in which support is granted depends on the number of points obtained at the application evaluation stage.

Aid cannot be granted if the applicant obtained less than 7 points.

4 points are awarded for taking over the farm in its entirety and ownership. Taking over the farm in its entirety and ownership is understood as the acquisition of all agricultural land (UR) and farm animals belonging to the farm of at least one transferring natural person, however, UAA with an area not exceeding 0 may remain the property or possession of the transferring person, 5 ha.
