The Governing Council, in its extraordinary session held April 12, has approved a decree law that eliminates all fees for farmers, ranchers, carriers and fishermen in the Region for the duration of the war in Ukraine and its consequences on the economy in general and especially for these sectors.

The total impact of the measures included in the decree amounts to 2.9 million, and includes the rebate to 99 percent of the Property Transfer and Inheritance and Donation taxes for the transfer of rural properties.

The Governing Council, at the proposal of the Ministry of Economy, Finance and Digital Administration, has approved a decree law that regulates support measures for some of the sectors most affected by the crisis generated by the Russian invasion of Ukraine, and which will mean a annual impact estimated at 2.9 million euros.
The regional government will eliminate all autonomous taxes that affect the activity of farmers, ranchers, fishermen and carriers over the next three months, an exemption that may be extended beyond this period in the event that the conflict continues. This elimination has a quarterly impact amounting to 600,000 euros.
In terms of agriculture, fishing and livestock, the temporary exemption refers to general rates, those applicable to the environment and nature conservation, public works, urban planning, coasts, ports, roads and transport , and to the specific rates of the three branches of activity of the primary sector.
The first group includes general Administration fees, while environmental fees include those for actions, licences, permits and authorizations regarding hunting and fish farming activities in inland waters and those for the provision of services and optional activities in forestry.
In terms of public works, the temporary exemption covers fees for actions and reports on urban planning and fees for port services. As far as the transportation sector is concerned, the elimination of fees affects those for the provision of services and optional activities and those on professional training in transportation matters, as well as fees for organizing land transportation.
Finally, among the specific ones in matters of agriculture, livestock and fishing are the fees for the provision of veterinary services, those for the management of services in the field of agri-food industries, those for oenological, agricultural and environmental laboratories and the fees for actions administrative procedures related to the Agrarian Transformation Societies (SAT).
The approved decree law also includes the temporary exemption from the payment of fees for occupation and use of the public port domain that affect fishermen's associations and companies in the aquaculture sector.
Likewise, within the measures designed to support the sectors most affected by the crisis, and in this case the agricultural and livestock sectors in particular, the new decree law contains a series of tax credits that affect the transfer of rural properties.
Thus, and with the aim of facilitating the purchase and sale of land and to improve agricultural structures and make them more competitive, profitable and viable, a 99 percent discount has been approved on the tax on Property Transfers and Documented Legal Acts, provided that the acquirer or lessee is a professional farmer and maintains said activity for at least the following five years.
The decree also approves the practical elimination, this time on a permanent basis, of Inheritance and Donation taxes. Thus, the bonus is established at 99 percent for all those inheritances or donations in which the beneficiary is a professional farmer.
On average, it is estimated that the reduction of these taxes on Patrimonial Transfers and Inheritance and Donations can benefit some 250 farmers each year, with an annual saving of around 500,000 euros. ■
