The amount of damage caused includes direct damage due to the death of fish in the amount of 3.6 billion rubles and the cost of restoring the disturbed state of aquatic biological resources in the amount of more than 55 billion rubles.
The statement of claim was also sent to the defendant.
The entire water area of the Norilo-Pyasin lake-river system was exposed to negative factors due to the leakage of diesel fuel - from the accident site downstream to the Kara Sea.
To assess the state of water bodies and fish stocks, the amount of harm caused to aquatic biological resources and habitat and calculate the damage, experts have done a lot of work. In particular, scientists of the Federal State State Bank "VNIRO" within the framework of the Norilsk expedition conducted a complex of studies, including the collection of samples. It was established that the spill of diesel fuel had a significant impact on the habitat of aquatic organisms, led to pollution and death of aquatic biological resources and a number of other negative consequences.
Further, specialists of the Federal State Budgetary Administration "TsUREN" on the basis of scientific data carried out large-scale calculations of the damage caused and the cost of restoration in accordance with the Methodology for Calculating the Amount of Damage Caused to Aquatic Biological Resources, based on the laws on fisheries and environmental protection.
In physical terms, the amount of harm from the spill of diesel fuel in accordance with the methodology is estimated at 8.89 thousand tons of aquatic biological resources. Based on this indicator, the direct damage is 3.6 billion rubles, and taking into account the costs of restoration (artificial reproduction) - 58.65 billion rubles. ■
