Washington DC, USA - January 27, 2010, Washington DC, USA - Arnold & Porter LLP has elected three new partners and two new counsel to the firm.

The attorney promotions are in several of Arnold & Porter's practice areas: government contracts, international arbitration, bankruptcy and corporate restructuring, and corporate and securities. The three new partners are based in Washington, DC, Northern Virginia, and New York. One new counsel is resident in the Washington, DC office, while the other is based in Northern Virginia.
The following individuals were elected partner:
David S. Berg, a member of the corporate and securities practice group and resident in the firm's New York office. He graduated magna cum laude from New York University School of Law, where he was Chairperson of the Moot Court Board. Mr. Berg's practice focuses on corporate and financial transactions, particularly mergers and acquisitions, venture capital and private equity investments, joint ventures and acquisition and other financing transactions. He has considerable experience in a wide variety of industries, including investment management, consumer finance, leasing, specialty finance, forest and paper products, media and telecommunications, and aviation.
Recently, Mr. Berg represented a large private investor in the restructuring of a resort hotel construction loan and a major hedge fund in a significant minority investment in a publicly-traded financial institution that raised capital in connection with an acquisition from the FDIC of a failed commercial bank. He regularly represents investors in the purchase, sale and financing of financial assets. He is a member of the Bar in New York.
Dmitri Evseev, a member of the international arbitration group and resident in the firm's Washington, DC office. Mr. Evseev graduated magna cum laude from Harvard Law School, serving as Publishing Editor of the Harvard Law Review and as Research Chair at the Appleseed Center for Electoral Reform. He concentrates his practice in the representation of sovereigns and private clients in international arbitration proceedings, including commercial and investor-state disputes under the International Centre for Settlement of Investment Disputes (ICSID), American Arbitration Association (AAA), International Chamber of Commerce (ICC), United Nations Commission on International Trade Law (UNCITRAL), and Swiss Chambers' Rules. Mr. Evseev is Russian-English bilingual, fluent in Spanish, and conversant in French. Geographically, he focuses on representing clients from Russia, Eastern Europe, the Commonwealth of Independent States, and Latin America.
Kristen E. Ittig, a member of the government contracts practice group and resident in the firm's Northern Virginia office. Ms. Ittig received her law degree from Vanderbilt University Law School. Her practice encompasses all aspects of federal procurement law, including litigation, compliance, claims and contract administration issues. Ms. Ittig advises clients on a variety of acquisition-related issues, including managing organizational conflicts of interest and maintaining compliance with the Buy American Act and the Trade Agreements Act. She provides advice regarding small business matters, including maintenance of small business status, formation and administration of teaming and strategic alliances, and strategies for acquisition structures.
In addition to her bid protest practice, Ms. Ittig litigates Freedom of Information Act (FOIA) and reverse-FOIA matters relating to the release of sensitive contractor information, and has substantial experience in handling security clearance litigation matters. She also assists companies in audits, investigations, and suspension/debarment proceedings. Ms. Ittig is currently the co-chair of the American Bar Association Public Contract Law Section's Legislative Coordinating Committee.

Charles A. Malloy, a member of the bankruptcy and corporate restructuring practice group and resident in the firm's Washington, DC office. Mr. Malloy is a graduate of Vanderbilt University Law School, where he served as a managing editor of the Vanderbilt Law Review and was a member of the Moot Court Board. He has appeared on behalf of clients in numerous bankruptcy cases and has experience representing and counseling debtors, creditors, investors and other parties in Chapter 11 and Chapter 7 cases and related litigation, as well as in receiverships, and other non-bankruptcy workouts, restructurings, and liquidations. ■
