Chicago, Il., USA - November 3, 2010, Chicago, Il., USA - Veteran government contracts attorney Kevin P. Mullen has joined Jenner & Block as a partner in its Washington, DC office.

Mr. Mullen has broad experience in numerous facets of government contracts matters including agency procurements, subcontracting, teaming and joint venture relationships, contract performance issues, intellectual property, compliance matters, due diligence for mergers and acquisitions, and procurement fraud matters. He has represented clients in the preparation and litigation of contract adjustment claims and terminations for both government contracts and construction projects.
Over the course of his 22-year career, Mr. Mullen has handled more than 100 bid protest cases, representing both protesters and contract awardees before the United States Government Accountability Office, the U.S. Court of Federal Claims, federal district courts and state protest forums. He is a former Co-Chair of the Bid Protest Committee and a former Vice-Chair of the Acquisition Reform and Emerging Issues Committee of the American Bar Association’s Public Contract Law Section. He is a current Co-Chair of the Section’s Contract Claims and Disputes Resolution Committee.
In addition to his experience in the more traditional areas of defense and civilian agency procurement, Mr. Mullen has a niche practice in the recently emerging areas involving homeland security and biodefense contracting, including vaccine development and production; biological, chemical and radiological detection products; diagnostics and research tools; and security guard services.
He has particular experience in the area of risk and liability mitigation for anti-terrorism technologies, and has represented clients who are active in the government’s BioShield and Avian Flu programs and clients seeking liability protection under the SAFETY Act and/or government indemnification under Public Law 85-804.
Mr. Mullen has been recognized by Chambers & Partners USA as one of the leading lawyers nationwide in the area of Government Contracts and, in 2009, he was named a “Top Washington Lawyer†in government contracts law by Washingtonian magazine. Immediately before joining Jenner & Block, Mr. Mullen was a partner at Cooley LLP in its Washington, DC office. ■
