"This Decision declares early warnings regarding the levels of crisis state of protection of the security of gas supply of the Republic of Croatia, given the existence of concrete, serious and reliable information that an event could occur that may result in a significant deterioration in the state of supply and which may cause the alarm level or the level of emergency to be activated", the gazette states.
A crisis team was established to monitor the security of gas supply, which proposed the decision, the Ministry of Economy and Environmental Protection said.
The crisis team ordered that storage capacities must be filled in accordance with the filling curve to the level of minimum filling of the PSP Stakes warehouse of 90 percent at the beginning of the heating season, until November 1, 2022.
Tenants of storage capacities are obliged to fill the capacities they have contracted so that by 1 August they have 63% of their capacity filled, by 1 September 68%, 74% on 1 October and 90% capacity by 1 November.
In accordance with the order of the Crisis Team, the tenants of storage capacities within 7 days from the date of receipt of the Early Warning Decision will manifest themselves to the Ministry of Economy and Sustainable Development on the use of their contracted storage capacities by specifying exactly which leased capacities they plan to use and by attaching the dynamics of filling capacity that should not be less than prescribed.
If the tenants do not plan to use the leased capacities, they are obliged to inform the Ministry within seven days from the date of receipt of the early warning decision, thereby losing the right to store gas in the PSP Okoli and releasing the leased capacities in favor of forming strategic gas reserves.
The Okoli underground gas storage facility is now commercially available, but tenants have not started filling it due to the high cost of gas. ■
